Ok, I checked on Debian and Fedora. Both are missing the headers and
linker libraries or there is no "libusal-dev" package respectively. I
reported it as a bug to Fedora:

Let's see, if someone responds to it. Maybe the cdrkit developers have
their reasons to do that (even though I hope they don't ;)).
