[linux-minidisc] Moving #linux-minidisc to OFTC or Libera

Hello!

Due to the various events around Freenode, we should be moving the #linux-minidisc
IRC channel off Freenode. We can either use OFTC or Libera for that, it doesn't
really matter, but I think I would personally prefer OFTC which has always worked
fine for Debian and related projects in the past.
