That was because three things I started did not yet get finished. Here is a current status: 1. Since today, RQC for conferences supports a second manuscript handling system: HotCRP. 2. A few days ago, user number 1 of RQC, the International Conference on Performance Engineering (ICPE) came back to use RQC again in their 2018 instance. 3. I will start a second round of marketing this month and again query all ACM conferences using EasyChair and this time also all those using HotCRP. 4. I have also now started implementing the much more important part of RQC: for journals. More on this next time. Today I can report that RQC for journals is sloooowly (but surely) taking shape. I have finished the data model and deployed it. Today I have finished the web API, by which manuscript handling systems will submit reviewing data to RQC, and deployed it, too. Both are still inactive, of course, because most everything else is still missing. The next step will be building an RQC adapter for the Open Journal Systems (OJS) manuscript handling system, which will serve to validate the API design. OJS is Open Source, which massively simplifies things. I welcome 21 new members on this list. You may be wondering why I put you on it? It was because I found some writing of you or about you that strongly suggested you are interested in improving peer review.
