Sehr geehrte Damen und Herren, liebe Kolleginnen und Kollegen,

wir freuen uns sehr, Ihnen mitteilen zu können, dass das DFG-Projekt openCost die Bewilligung für eine zweite Projektphase erhalten hat und für weitere drei Jahre gefördert wird.

Ziel von openCost ist die Schaffung einer technischen Infrastruktur, mit der Publikationskosten über standardisierte Schnittstellen und Formate frei zugänglich abgerufen werden können. Dies trägt zur Verbesserung der Kostentransparenz auf (inter-)nationaler Ebene bei.

Dazu haben wir ein Metadatenschema erarbeitet, mit dem Publikationskosten strukturiert erfasst und via OAI-PMH ausgetauscht werden können. Die Implementierung des Schemas in OpenAPC ermöglicht der Elektronischen Zeitschriftenbibliothek (EZB) die nahtlose Integration und Darstellung von Kostendaten. Die Erweiterung der EZB umfasst Informationen zum Publizieren sowie zur Übernahme von Publikationskosten.

Die zweite Projektphase baut auf diesen Ergebnissen auf: die geschaffene technische Infrastruktur zum freien Austausch von Publikationskosten werden wir weiter ausbauen. Hierzu entwickeln wir das openCost-Metadatenformat weiter und optimieren den automatisierten Austausch und die offene Darstellung von Kostendaten.

Das in der ersten Projektphase erarbeitete und bereits erprobte Metadatenschema wird um zusätzliche Publikationstypen und Kostenarten ergänzt. Ein Validator ermöglicht die Überprüfung der lokalen openCost-Implementation und erleichtert so die Nachnutzung. Ein weiterer Fokus liegt auf der Entwicklung eines generischen openCost-Internformats, das als Blueprint für proprietäre Implementationen dienen kann und Einrichtungen beim lokalen Kostenmonitoring unterstützt. Darüber hinaus wird die EZB um eine Vertragsregistry erweitert, welche ESAC ergänzt. Diese ermöglicht zusätzlich Modelle wie Mitgliedschaften oder Diamond Open Access transparent an einer Stelle abzubilden. Ein Dashboard soll zudem die Auswertung aggregierter Kostendaten aus verschiedenen Quellen ermöglichen.

Auch in der zweiten Phase liegt ein wichtiger Aspekt der Projektarbeit wieder im engen Austausch mit der Fachcommunity. Dazu planen wir u. a. wieder Workshops und Online-Veranstaltungen, über die wir im Vorfeld auf der Projektwebsite und über die openCost-Mailingliste informieren.

Ladies and gentlemen, dear collegues,

We are very pleased to inform you that the DFG project openCost has been approved for a second project phase and will be funded for a further three years.

The aim of openCost is to create a technical infrastructure enabling publication costs to be accessed freely via standardized interfaces and formats. This facilitates cost transparency at institutional and (inter-)national Level

To this end, we developed a metadata schema to record publication costs in a structured way, to be exposed and harvested via OAI-PMH. Its implementation on OpenAPC, a major aggregator of cost data, allows the Electronic Journals Library (EZB) to seamlessly integrate costs for display. The extension of the EZB includes information on publishing and funding options of publication costs.

The second project phase builds on these results: we will continue to expand the technical infrastructure created for the free exchange of publication costs. For this purpose, we are further developing the openCost metadata format and optimizing the automated exchange and open presentation of cost data.

Initially focusing on journal articles, the schema will be expanded to cover additional publication- and cost types. A validator will enable seamless compliance checks and thus facilitates subsequent use. Another focus is the development of a generic openCost internal format, providing institutions with a blueprint for proprietary implementations and supporting local cost monitoring. In addition, the EZB will be expanded to include a contract registry that complements ESAC. This will make it feasible to map additional models such as memberships or Diamond Open Access transparently in one place. A dashboard will enable the evaluation of aggregated cost data from various sources.

In this second project phase, a central aspect of the project work is once again the exchange with the community. To this end, workshops and online events are planned, which will be announced in advance on the project website and via the openCost mailing list.
