Two world wars, three totalitarianisms in 25 years and the spread of communism spawned the idea and implementation of the Marshall Plan in post-war Europe. The ongoing war by Russia in Ukraine and its political and economic devastations
will propose new, great challenges. When it comes to rebuilding Ukraine – and perhaps even post-Putin Russia – could the Marshall Plan serve as a political blueprint and inspiration? 75 years ago, the idea was to demonstrate to Europeans that they too could
enjoy prosperity, pluralism and democracy, if only they adopted the principles of American success: high productivity and integrated market economies.
But democracies remained fragile. Populism and nationalism are resurgent even in Europe. In view of the Ukraine war, our panel of experts debates: do we need a new edition of the Marshall Plan?

David W. Ellwood is Senior Adjunct Professor of European and Eurasian Studies at Johns Hopkins’ School of Advanced International Studies (SAIS) Europe. Formerly he was associate professor of contemporary international
history at the University of Bologna.

Jessica Gienow-Hecht is professor of international history at Freie Universität Berlin and chair of the department of history at the John F. Kennedy Institute for North American Studies. She is a Principal Investigator
at SCRIPTS and member of the Research
Unit "Borders".

|
|
Sergey Lagodinsky is a German Member of the European Parliament in the Group of the Greens/European Free Alliance. He chairs the EU-Turkey Delegation and member of the Legal Affairs and Civil Liberties/Home Affairs committees.

Petra Pinzler is a multi-award-winning journalist and author. She worked as a correspondent for the weekly newspaper DIE ZEIT in the United States and Brussels. Since 2007, she has been DIE ZEIT's capital correspondent
for politics and economics.

The Cluster of Excellence “Contestations of the Liberal Script (SCRIPTS)” is a research consortium that analyses why the liberal model of order has fallen into crisis despite its political, economic, and social achievements. Interdiciplinary
research teams investigate why alternative concepts of social order are on rise, how these contestations differ from earlier contestation, and what the consequences are for the global challenges of our time. In operation since 2019, SCRIPTS is hosted by the
Freie Universität Berlin and unites eight major Berlin-based research institutions.
