[RQC-interest] Review Quality Collector (RQC) status update May 2017

Dear all,

The last thing you heard was that the first conference
had gone through the grading. That was in March.

It has meanwhile completed the grading, which was no
minor thing:
- a number of PC members who had not opted out
  had to be opted out by the chair, because they had
  not performed any grading
- the opt-outs left a number of orphaned reviews to
  be graded by the chair.

The chair did this, however, and I am happy to report
that the first RQC receipts have now been issued.
By the way: This was the
International Conference on Performance Engineering
(how appropriate!) and Anne Koziolek as the chair.

A second conference has just started their grading
yesterday.
A third conference that intended to use RQC has dropped
it, because the felt they had issues in the reviewing process
that needed to be resolved first.
They will try again next year.

The conclusion is the same as last time:
things are going slowly, but they are moving.
