Wird dieser Ausdruck in Europa genutzt?

Hallo,

ich bin Bibliothekarin und sah mich kürzlich mit der Frage eines Nutzers
konfrontiert, warum es eigentlich "Der Goldene Weg" und "Der
Grüne Weg" 
heißt. Die Bedeutung der einzelnen Open Access Strategien ist mir wohl
bewusst, aber auf die Frage warum gold und grün konnte ich nicht antworten.

Vielleicht hat jemand eine Idee und kann mir weiterhelfen?
