Opening Keynote Panel: Who owns open knowledge? Who has the power and responsibility?

The open access community champions sharing and reuse, but critical questions about power and responsibility remain unresolved. This panel examines who currently controls open knowledge—from content and infrastructure to funding and standards—and whether this concentration of influence serves scholarship well. As misinformation challenges grow and geopolitical tensions affect academic collaboration, panelists will explore: What constitutes reliable knowledge? Who should have the authority to make these determinations? And how can the open knowledge community balance accessibility with accountability?

Panel: Depressurising publishing – what can we do about researcher incentives and integrity breakdowns on the journey to 100% OA?

The assessment of research, researchers and research organisations has a huge effect on publishing practices. Researcher incentives and publishing-related integrity breakdowns go hand in hand. What can those involved with open access publishing do to help progress the reform of research assessment? Beyond questions that face University and Higher Education leadership, how can publishers help, and what actions are needed across the open access network, to depressurise the publishing system? 

Panel:  Policy in progress around the world: the role of funder mandates on a 100% OA future

How do different funders view open access, and which different routes are being taken to support OA? What are the various drivers for policymakers and why are they driving OA? Views on the latest highlights, lowlights and news will be included from across various regions. OA Policy will be discussed with a touch of realism, as a moving and changing entity. With differing emphases and priorities across funders and regions with regards to enabling OA and variable support for OA publishing, what common themes are to be found when it comes to OA publishing? And what advice can OA publishing and supporting organisations take away?
